Robbing Students to Pay Illinois State Deficit.
The man pictured below is Michael W. Frerich, the Treasurer of Illinois. Asked to attend Navy Pier's Neighborhoods of the World: Celebrate Philippines, he had the audacity to tell the parents and children to put money away for college in the Illinois College Savings Plan at the same time as the state (via Rauner) cuts off all funding for public colleges in Illinois. Fundamentally, he is asking people to subsidize the state debt on promise the state can't keep if state universities are being shut down.
Who Is At Risk?
Both Chicago State University and Northeastern Illinois University have made layoffs and have issued press statements that the may not be able to keep their doors open. Both universities serve a predominately Black student population. This puts Blacks in Illinois at higher risk

State Comptroller Refuses to Show
Following Frerich's short speech (just long enough to ask for money), the hosts of the Filipino Celebration, asked State Comptroller, Leslie Geissler Munger, to rise and take the mic. However, she could not be found or refused to step forward. Evidently, he is not as comfortable being one Rauner's henchmen as Frerich seems to bo.
